The online prediction market Intrade sees a 18.9 percent chance Alaska Gov. Sarah Palin will be withdrawn as the Republican vice presidential nominee before the U.S. presidential election on November 4.

Intrade accepts trades on the probability of events such as whether there will be a recession, whether the U.S. Congress will lift the ban on offshore drilling or whether the United States or Israel will launch a military strike on Iran.

It opened the Palin betting market on Tuesday morning after a series of revelations about the Alaska governor who Sen. John McCain chose as his running mate, including that her 17-year-old unmarried daughter was pregnant.

The market opened at 3 percent that she would have to withdraw as McCain’s running mate and climbed to 18.9 percent on 2,532 trades as of 6:45 p.m. EDT.

The markets are priced from zero to 100, with zero meaning investors see no chance an event will happen and 100 meaning it already has happened.

Removal of a vice presidential candidate from the ticket is very rare. The last time it happened came in 1972 when Democrat George McGovern dropped Missouri Sen. Thomas Eagleton after it was revealed he had been hospitalized three times for “nervous exhaustion” and received electric shock treatments.

Intrade Chief Executive John Delaney, based in Ireland, said he had no reservations about starting the Palin market.

“(Was it) a political decision for us? No. We list markets that are relevant to people, that people have a passionate interest in getting a greater amount of certainty about,” Delaney said in a telephone interview.

He called prediction markets more accurate than public opinion polls and said Intrade forecast President George W. Bush’s re-election in 2004 while correctly indicating the results in all 50 states.

The market gives Democrat U.S. Sen. Barack Obama a 61.6 percent chance of a November win, with McCain at 38.6 percent.

US judge: No delay in White House subpoenas case

A federal judge who ruled last month that top White House advisers must comply with congressional subpoenas refused to put that ruling on hold Tuesday while the Bush administration appeals.

The House Judiciary Committee wants to force White House chief of staff Joshua Bolten and former White House counsel Harriet Miers to testify about the firing of federal prosecutors and the politicization of the Justice Department.

The White House contends that top aides are immune from such subpoenas.

U.S. District Judge John Bates rejected that argument last month but the Bush administration appealed. The White House said it should not have to comply with the subpoenas while the appeal plays out.

Bates, who was appointed by President Bush, said a delay would not be in the public interest.

If a delay is granted, he said, “There is a very strong possibility that the committee will be unable to complete its investigation before Congress expires. That may leave important public concerns regarding the nation’s federal criminal justice system unaddressed.”

Bates also rejected the core of the government’s argument: that it was likely to prevail at the appeals court.

“Simply calling an issue important — primarily because it involves the relationship of the political branches — does not transform the executive’s weak arguments into a likelihood of success,” Bates wrote.

Bates’ decision last month gave some teeth to Congress’ power to investigate the executive branch, because earlier disputes had been settled through political compromise instead of the courts.

The judge said Miers can assert executive privilege — the principle that the executive branch must be independent from the legislative branch — and refuse to testify, but she must appear on Capitol Hill and do so in person.

Tuesday’s ruling could reinvigorate negotiations between the two branches to settle the dispute, but the White House can still try to get the ruling put on hold if it asks an appeals court to do so.

Talking to visiting UK Home Secretary Jacqui Smith at the PM house in Islamabad, Gilani said on Monday that his government would pursue friendly relations with all its neighbours including India.

On the issue of terrorism, the Prime Minister said terrorism is a global phenomenon and the world community should focus on its root causes which stem from economic disparity and unresolved political issues.

He reiterated the resolve to adopt a multi-pronged strategy to address the issue of terrorism and extremism, and added that the new democratic government would incorporate both short and long term measures to confront terrorism.

The Prime Minister also underscored the need to further expand the ties between UK and Pakistan in all areas.

He also hoped to see a prosperous Afghanistan saying a strong and stable Afghanistan is in the interest of Pakistan.

Mrs Jacqui Smith appreciated the role of Pakistan in curtailing terrorism and extremism and said the UK government would provide its full support to the new democratic government.

She extended London’s full support to the new democratic government and expressed confidence for Pakistans early return to the Commonwealth.

Bush: New Orleans still struggling after Katrina

President Bush says he sees “hopeful signs of progress” in New Orleans three years after Hurricane Katrina’s devastation, while acknowledging the city is still struggling to recover.

Bush travels to New Orleans and nearby Gulfport, Miss., on Wednesday after appearing at a Veterans of Foreign Wars convention in Orlando, Fla. The White House on Tuesday released an advance copy of a speech he plans to deliver in New Orleans.

This latest visit to New Orleans will be Bush’s 11th since Katrina’s 140 mph winds pummeled coastal areas and caused hundreds of billions of dollars in damage.

The president’s Gulf Coast stop comes nine days before the actual third anniversary of Katrina.

The Bush administration’s bungled response to Katrina led to a torrent of criticism, especially from the black community, which claimed race was a factor in the slow pace of recovery operations.

The Katrina backlash came as sectarian violence in Iraq was escalating. The result was the lowest approval ratings of Bush’s presidency.

In his speech, Bush says $126 billion in disaster recovery aid has poured into the Gulf Coast, allowing schools, businesses and homes to be rebuilt.

“There is still a lot of work to do before this city is fully recovered,” Bush says. “And for people who are still hurting and not yet back in their homes, a brighter day might seem impossible. Yet a brighter day is coming and it is heralded by hopeful signs of progress.”

Yet, the nearly dozen trips and the money hasn’t erased the image of a leader who failed to react at a critical moment.

“It’s defined him a great deal in the public’s mind,” said Thomas Mann, a senior fellow at the Brookings Institution, a Washington think tank.

“That, along with the war in Iraq, are really the pivotal events in his political demise,” Mann said. “First impressions have ways of becoming lasting ones and certainly that was the case with Katrina.”

Sen. Mary Landrieu, D-La., said in an interview with The Associated Press that the recovery in New Orleans was far from complete and key projects won’t be finished without more federal money.

“It’s not the quantity of the visits; it’s the quality of the visits,” Landrieu said of Bush’s upcoming stop.

Landrieu accused the Federal Emergency Management Agency of being too tightfisted.

The agency acts “more like a supercharged comptroller’s office than a supercharged recovery office,” she said.

In New Orleans, Bush will speak at Jackson Barracks, the state headquarters for the Louisiana National Guard. The 100-acre base straddles the city’s Orleans and St. Bernard parishes, two of the areas hit hardest by Katrina, and has been undergoing a $210 million reconstruction.

The property contains a large collection of historic buildings, including antebellum homes that overlook the Mississippi River.

Rebuilding the barracks was viewed as strategically important. The facility and the thousands of people who worked there are an economic engine for the city.

“If it’s left abandoned, certainly that isn’t helpful to the redevelopment of either of those heavily damaged neighborhoods that surround it,” said Wade Ragas, a New Orleans real estate consultant.

The White House agreed this month to give Louisiana 30 years to repay $1.8 billion for levee improvements in the New Orleans area. The money initially was to be repaid by 2011. But state officials said they needed 30 to avoid hurting a still-recovering economy.

  3. Yes it is correct. The dollar is in steep decline since Bush came into office. If you peruse the Internet and dig up the Dollar Index chart you’ll notice that the dollar has fallen from 120 on the chart when Bush took office to about 76 on the chart today.

    Tax cuts for the rich combined with massive war spending are never a good thing for the value of a currency. None-the-less, that policy can serve to further enrich a cabal of wealthy elites at the expense of the general public — which is exactly what capitalism is designed to do.

  6. It’s more correct to say that the American dollar is worth less than the Canadian dollar, since the Canadian dollar is worth less than it used to be. Look at the price of gold: $800 per ounce!

    The Federal Reserve is printing paper federal reserve notes rather than the U.S. mint coining gold and silver. That’s why we have inflation.

    Ron Paul wants to return to honest money and abolish the Federal Reserve. He has my vote.
